Does Minecraft have Voice Chat Options?
No, Minecraft doesn’t have an in-game-built voice chat, however, it allows in-game text chat for communication and collaboration. Minecraft Text chat functionality can be easily accessed on the screen.

Press Right on the D-Pad button to Open the chat and command page in Minecraft Xbox One. Next, Select A to type and chat with everyone in the game.
Alternative Minecraft Chat Option for Xbox and Windows PC
Since, both PC, Xbox, and Minecraft are owned by Microsoft, you can use the Xbox Party Chat feature for vocal interaction while playing the game.
For Minecraft PE, Install the Xbox application on your mobile device. Visit the iOS App Store or Google Play Store and install the Xbox application. Log in with your Microsoft account and create a Party >>Invite your friends to join the party.

To Open Chat in Minecraft PS4, press the right D-Pad button. Press X to type a text and chat with the other players.
After you have entered your text, press R2 to send the message. It will pop up on the screen and when you exit the chat, your text will be seen in the upper left chat of the screen.

Start a Party on Minecraft PS4
